There used to be a guy on Salmon forum (Dave) he used to fish the tidal water a lot in dry conditions, and he used to do well, not sure of the exact area he fished. Sadly he passed away.
My advise, if you know there are fish there, then they can be caught, just a case of determine are they holding fish (even if it's for short periods) or passing through, then finding the right technique, i know it's not overly helpful.
Is the water pools at low tide or more canal water?
 
It was Dave who was fishing there he said he'd done quite well on both fly and spinner, there's both pools and canal water, I can remember it was low tide when he was fishing there although it was quite a while ago now

Yeah, Dave was a very good angler, you'll want prolonged dry spells.
Fish low water, last bit of ebb of first push of the rising tide.
If it was me and i lived locally, i'd be on it everyday, you'l soon get to know it like back of your hand pal, don't get put of if your not catching down there, it'll come.
